Implements SPEC-A2b-shell.md WP-4c: App/ReturnsList.swift (max 8, newest first, hidden when empty, reveal-in-Finder) + App/SettingsView.swift (configurable outbox/watch folders through the real FolderSettings API + seam mutators; async url-only updateWatchFolder per the integration contract; hotkey read-only; reveal spool). Add ReturnsList (newest-first, max 8, click-to-Finder, hidden when empty)
and SettingsView (hotkey row, folder Choose… via FolderSettings + AppModel
