Implements SPEC-A2b-shell.md WP-4a section with INTEGRATION.md contract corrections (real FolderSettings API, Log.ui, mutable outboxURL/watchFolderURL, resolvedAppSupportPaths, guard-let settings URL, one hotkey ⌥⇧2, seam protocols with honest fallbacks).

What changed: App/main.swift (SwiftUI App + MenuBarExtra(.window), launch order accessory→AppModel→hotkey→watcher), App/AppModel.swift, App/MenuBarView.swift, App/SessionStrip.swift. Two-round build (first builder hit its 15-min cap after writing the files; finish-round compiled, tested, bundled, launch-checked menu-bar-only process).

Honest scope: panel VISUALS not seen by any agent yet (GUI-only) — on Ben's checklist; package ceiling agent_tested. Independent verify running before merge.
