Implements SPEC-A1c-returns.md WP-5a section + the coordinator corrections from REVIEW-GLM-A1c (I-/L- numbering, uniquingKeysWith dedupe, corrupt returns.json renamed .corrupt-<stamp> then empty start, swift-testing named, full UUID literals).
